If the auditor is also a retrofit contractor, does that mean that he is licenced to do the retrofit work by Natural Resources Canada (NRCan) as well?

A: Auditors are licenced by NRCan to do home energy audits. The licence from Natural Resources Canada does not relate to the retrofit work although some auditors may also offer the renovation services. It is the responsibility of the homeowner to engage a contractor that the homeowner feels will perform the work satisfactorily and at an acceptable price.
